Pilon says, "It was remarkable to get 40 stakeholders at the table, and it allowed us to go from rough design ideas to refined designs – right down to the finishes and computer renderings – in 20 weeks." Extensive preplanning enabled Edis Ozker, engineer at WSP, to develop effi- cient mechanical components that include 100 percent outdoor air units with heat recovery vents, hot water boilers, and chillers to supplement heating and cooling, and individually controlled radiant heating panels in every room. Each of the building's eight wings can, via air valves and pressure differential controllers, be turned into negative pressure zones during an infection outbreak. Jan Michael Williams, project manager for Unitech Construction Management Ltd., notes that his firm was contracted to act on behalf of CRD at a fixed fee service that provided 100 percent transparency for all proj- ect costs. "The project has been going great and we have built a very good team attitude with all contractors and trades on site," he says. Unitech broke ground in 2016 and compensated for the variable bedrock topography of the site by installing a series of complex caissons. "The actual piling contract work [43 major con- tracts in total] were tendered and contracted as part of our service on behalf of CRD," says Williams. Scott Murdoch, landscape archi- tect at Murdoch de Greeff Ltd., says, "Great care was taken to make all the outdoor spaces fully accessible, includ- ing smooth concrete finishes on the walkways with saw-cut control joints to minimize tripping hazards. The use of different paving material and plant textures, colours, and scent will help residents move around and explore the garden spaces. The goal was to create a safe and comfortable environ- ment where residents can experience the landscape." Murdoch adds, "The large inner courtyard and building landscapes incorporate rain gardens that collect and biologically filter the roof and drive- way runoff before it leaves the site." Although completion of The Summit at Quadra Village is still about six months away as of June, "we antici- pate coming in on budget," according to Kevin Lorette, general manager planning and protective services for the CRD. Lorette concludes, "We're very happy with what has been achieved, and we suspect other jurisdictions will use the integrated design delivery model for similar projects."
