To save construction time, all of the HVAC was prefabri- cated and organized in multiple units, wheeled into the des- ignated areas within the building on a racking system, lifted into place and connected to each other. Similarly, the mechani- cal penthouse was prefabricated off site. Shabaga describes the final two months leading up to con- struction completion early this year as "hectic, and there were indeed program changes – but they affected our schedule, not the structure." Sass echoes the sentiment of many of his colleagues by saying of the St. Joseph's project: "There's always many voices in P3 projects and the challenge to minimize design by committee. But we had a strong vision to rely on, and when we moved into detailed design the process ramped up quickly. The finished product is unique to health care, and we're very happy with how it turned out." McKendrick concludes, "A smaller building resulted in lower construction costs, lower construction financing and associated long-term maintenance costs.
