The TSDC stands on the site of the former Mimico Correctional Complex, which was demolished as part of the project. "We tore down old buildings in two phases," says EllisDon's construction manager, Geoff van der Lee. "The majority was taken down at the start of the project and once the TIC opened its doors in December 2011, the remainder were demolished by June 2012." The construction went smoothly, with much effort placed on achieving LEED certi ication. "It has gone better than expected," says van der Lee, who notes that dealing with the underground infrastructure posed some challenges. "There was a fair amount of work to track existing piping and determine what were 'live' and what they served. Not all the valves worked and we had to do a lot of chasing to shut down and re-route services." The towers were built with pre-fabricated concrete cells manufactured by Atlanta, Georgia-based Tindall Corporation, which were shipped by rail. "This type of construction is common in the United States, but it was the irst time here in Canada," says van der Lee. "It was very successful and we probably shaved six to eight months off the schedule using that methodology rather than using conventional block or cast-in-place construction. The cells arrived completely furnished and all of the electrical and plumbing ixtures were installed. The only thing we had to do was put the hardware on the doors and connect the conduits and pipes to the chases.
