PCL's responsibility for the develop- ment included off-site infrastructure in addition to building the Stoney Transit Facility. "This included shal- low utilities, deep services, roads, and street lighting, and although permit- ting added to the challenge of the tight timelines, the various city groups we worked with were excellent partners and committed to a successful project," says PCL senior project manager Keith Bowers, who also credits The City for conducting an extensive site borehole program during the RFP stage of the project to ensure proponents had suf- ficient information to properly assess site conditions. With design development still in early stages when ground broke in September of 2016, PCL began by strip- ping the site and performing rough grading. "We then shut down for win- ter, which allowed for the advancement of design and permitting, and the following April we commenced con- struction on the building foundations, structure, and envelope and also the offsite roads infrastructure. In 2018 we then focused on completing the building interior finishes and the exte- rior sitework," says Bowers, adding that design decisions such as the build- ing structure/envelope system and use of precast foundation grade beams enabled crews to maintain tight con- struction deadlines. The new Stoney Transit Facility was substantially completed at the end of January 2019 and officially opened on March 12. Ross echoes the sentiments of the P3 team when he says, "The project turned out to be a real showcase, some- thing everyone involved can be proud of." Panday concludes, "I think we're setting a precedent. Many cities will be visiting our facility over the next year, to get ideas about if such a tran- sit hub can be developed in their own jurisdictions."
