Heather + Little Ltd. began mobi- lization on the West Block in August 2012. "Over the next six years we continued fabricating and installing using 20-ounce copper material and six-pound lead to recreate the origi- nal elements and features," says Mike Papania, executive VP operations at Heather + Little Ltd. The company was also responsible for cladding many of the exposed masonry elements in sheet lead to protect them from further deterioration. "Our arti- sans made use of the highest quality materials for this significant project, including eight-pound sheet lead, sheet copper and more," adds Papania. Among the many trades that cre- ated this critically important facet of the rehabilitation, Walters Group, a family-owned steel construction company, also played a key role by sup- plying, fabricating, and installing the steel tree columns and branches as well as the cloud roof structure. "This project consisted of over 5,000 assem- blies, which, if placed end to end, would stretch over seven kilometres," says Ruby Bowry, marketing manager for Walters. "These assemblies are held together with over 30,000 bolts. All the fabrication and painting of this 1,000-ton-plus structure occurred at our Walters Hamilton and Princeton, Ontario facilities." Bowry adds that the tapered archi- tecturally exposed structural steel (AESS) and encased steel branches needed to be held together with hidden bolted connections. "These branches had a two coat high-end coating sys- tem, including a polyurethane finish. The shapes, which are both geometric and organic, created challenging toler- ance issues that needed to be resolved before installation began." "The geometry of this project is unique in that the cloud structure is completely independent of the exist- ing structure and fully supported by the trees and branches. Steel – and the flexibility it provides – was the best material to utilize for such an excep- tional structure." With the House of Commons mov- ing into the rehabilitated West Block in January of 2019, Bridger summarizes the sentiments of his colleagues by stating, "We all knew this was a one of a kind rehabilitation on a grand scale, and it motivated us. What we achieved was a very elegant outcome." Heiber agrees, and by way of conclu- sion he voices an additional achievement important to PCL. "Six-million hours of labour was required for this project in total, with an average of 500 workers daily on the site and over 1,000 at peak, and yet there were no major accidents."
